Clark Honors College Students Association
ARTICLE I. NAME
The name of this organization shall be "The Clark Honors College Students Association".
ARTICLE II. OBJECTIVES
CHCSA Mission Statement and description of the student association's relationship to the honors college at large.
ARTICLE III. MEMBERSHIP
Section I. Society of CHCSA
Membership in this society of Clark Honors College Student Association shall be open to all individuals interested who are enrolled in the Clark Honors College, at the University of Oregon.
ARTICLE IV. OFFICERS
Section 1. Chapter Officers
The officers of the Chapter shall be a President, a Vice-President, a Secretary, a Treasurer; a communications/publicity chair, a student library chair, and event coordinator. Upon the even of a CHC hiring or curriculum change, students will be elected from the CHCSA membership to participate in these committees as representatives of the CHCSA. Should any officer leave their position (by either resigning or failing to meet their duties), a replacement may be immediately elected to take their place. Officers shall perform the duties prescribed by these bylaws and by parliamentary authority adopted by this Chapter. Should any officer fail to attend more than three meetings in a row without making previous arrangements with other officers, the advisor will issue them a warning. Should they continue to fail to meet their obligations, the group may elect a replacement.
Section 2. Officer Duties
President
- Prepare meeting agendas, in advance of each meeting
- Prepare a schedule of projects and events, in advance for each term
- Provide overall coordination for CHCSA activities and projects
- Facilitate communication between CHCSA members, in and outside of meetings
- Keep order at CHCSA meetings
- Help ensure follow-through on events and projects
- Help ensure all CHCSA members are heard and respected
Vice-President
- Assist President in facilitating and coordinating activities
- Fill-in for President when she or he is unable to attend meetings
- Keep up CHCSA website
- Maintain member roster
- Update and add new emails to CHCSA Listserv
Secretary
- Prepare minutes and notes from meetings,
- Provide written minutes of each meeting, which will be made available to CHCSA members for comments for two days afterwards, after which they will be posted online.
- Prepare written materials for meetings and CHCSA promotion
- Maintain CHCSA Bylaws
Treasurer
- Manage CHSA finances: Keep track of budget and spending. Facilitate student re-imbursements and purchase orders.
- Prepare checks and make purchases on behalf of CHCSA
- Delegate others to make purchases at their discretion. ALL purchases made on behalf of the CHCSA shall be made with the knowledge of the treasurer
- Coordinate the purchase of snacks for each meeting
Communications/publicity chair
- Coordinate all publicity and communication with general CHC student body
- Make posters and prepare emails for general CHC students
- Coordinate publicity for CHCSA events
Student library chair
- Facilitate library displays and student art contests
- Participate in development of physical space at CHC
- Develop student plan for R.D. Clark library use
Event coordinator
- Manage special CHCSA projects and events
- Keep a record of CHCSA events and projects, including photos
Hiring/Curriculum committee
- Act as CHCSA representative in Curriculum and Hiring Committees
- Keep the CHCSA and CHC student body at large informed about all hiring and curriculum changes at the honors college, from the preliminary to final stages
Section 3. Elections
Officer shall be elected at a scheduled meeting in May of each year. Nominations shall be by open nomination at a meeting in the previous month. The election shall be by closed ballot. Officers-elect shall assume their offices immediately following the election and shall hold office for one year or until their successors are duly elected.
Section 4. Appointments
Certain posts shall be appointed either by the president with the consensus of the group: Creative Arts Journal Liaison, RHA (Resident Housing Authority) Liaison, and WAB (Walton Advisory Board) Liaison. One student may hold more than one of these positions. Additional liaisons may be delegated to other campus organizations as needed for particular CHCSA projects and events.
ARTICLE V. CHAPTER ADVISOR
The Chapter Advisor shall be a faculty member appointed by the Director of the Honors College after consultation with the Chapter officers. The Chapter Advisor will supply counseling to the Chapter, furnish continuity of experience in Chapter operations, and provide long-range perspective to insure departmental interest in and support of the CHCSA. The Chapter Advisor shall be responsible for disciplinary action or mediation within the group, and shall have the authority to intervene in the case of conflict.
ARTICLE VI. MEETINGS
Regular meetings shall be held weekly as determined by the officers. Meetings shall follow the format of: Officers' Reports, Old Business, and New Business. Minutes shall be taken every meeting and be made available to all CHC students. The president shall prepare an agenda for all meetings in advance, and any student request to be added to this agenda shall be respected, while recognizing the necessity of time constraints. Special meetings may be called by the President or Vice-President. There should be a minimum of eighteen meetings per year.
ARTICLE VII. EVENTS
CHCSA events shall be open to all students currently enrolled in the Clark Honors College. However, the CHCSA may impose special restrictions on activities for organization purposes (e.g. requiring students to sign-up in advance, requiring attendance at a pre-event meeting). Such requirements may not result in the exclusion of any particular group of CHC students. Should this happen, special arrangements should be made for their accommodation. Whenever necessary, the CHCSA should work with the university to make arrangements for students with special needs, such as alter-abled students.
ARTICLE IV. STUDENT CONDUCT
CHCSA members and officers shall abide by the University or Oregon Student Conduct Code in all areas to which it applies, including all official CHCSA events, and related activities. When participating in CHCSA sponsored events and activities, students should follow all federal, state, and local laws concerning the use of alcohol and drugs. No CHCSA funds shall be spent on alcohol or drugs, regardless of the legality of their use. That being said, the CHCSA is not responsible for the actions of its members.
ARTICLE X. DUES
Local dues of (...) dollars annually shall be collected as a part of honors college student fees. All current CHC students shall thus be considered up to date in their dues by paying their general honors college fees.
ARTICLE XI. BUDGETARY DECISIONS
For purchases of more than $50, the decision should be referred to the group as a whole and shall be decided either by vote or by group consensus.
ARTICLE XII. PARLIAMENTARY AUTHORITY
The rules contained in the current edition of Robert's Rules of Order Newly Revised shall govern the Chapter in all cases to which they are applicable and in which they are not inconsistent with these bylaws and any special rules of order the Chapter may adopt.
ARTICLE XII. AMENDMENT OF BYLAWS
These bylaws may be amended by a two-thirds vote, provided that the amendment shall have been proposed at least one meeting previous to the time of vote. Such amendments shall conform to the regulations established by the National Constitution of the Society of CHCSA.
